This video follows current best practice recommendations, and yes, it uses more water than not following the recommendations. The handle is contaminated by the unclean hands of others, so you don't want to touch it with your hands after washing. Few are willing or able to turn off their tap with the elbow & then turn it back on with the elbow, but if you are & are willing to run a (presumably low) risk of elbow-to-hand contamination to save water, you're free to do so!
