There's some issue, by policy- an ALT or LT with Rover Woodbadge is required to be CL for Rover BTC. In extreme cases, The National Training Commissioner may allow LT/ALT who is a Rover Adviser may be considered so as to promote the Rovering.

Hi Don Enrico, Phew that sounds terribly complicated to this aged Scouter but if I get the time I will give it a try.
I just replied to another Rover and mentioned that in my youth we did not have a telephone in the house and computers and mobile phones were something from science fiction stories.
